The Department Council is composed of the Director, who chairs it, and of two representatives elected for each of the components of the Council. The delegated administrative manager, who acts as secretary, is an ex officio member of the Board.

The Council assists the Director in the exercise of his powers and has investigative functions on all matters within the competence of the Department Council.
